Federal XM40HB
Here's the story. Federal made a lot of ammunition using the HST bullet, but named it differently to suit different LE departments.
Trust me, it doesn't have to make sense, it's just bean-counter's earning their living.
The XM40HB is the HST bullet in 155 and 135 grain variations, and as you can clearly see from the picture, expands quite nicely. Some feel the lower weight bullets are too snappy for their taste, but these versions are going a lot cheaper than the 165 and 180 grainers, so if you see them and can use them, snap 'em up before the supply runs dry.
Federal itself has offered tests showing the HST round to expand to over 9/10 of an inch through ballistic gelatin, and that is pretty damned good.
