The Senate has at long last come to the same conclusion that every business or home owner has been aware of for as long as there have been businesses and home owners. If you want to keep people from entering your domicile you need locks on your foors. If you want to keep thieves away from your lifestock you erect a decent enough barrier to make life difficult for them.

Having been privileged folkers for so long, the Kennedy's and the Durbins don't grasp this concept, even though THEIR property has plenty of barriers and armed guards, but, after all, they're rich and deserve the protection.
