Illegal Costume Caper Comes Crashing Down

"There isn't a child around who doesn't watch the exploits of Dora the Explorer, Bob the Builder, Barney and Scooby-Doo," Queens District Attorney Richard Brown said. "To corrupt the image of these popular cartoon characters or have individuals of unknown backgrounds dressed in cheap-looking costumes in close proximity to young children is particularly troublesome."

Flesh it out you cranky old bastard...

Guy sells knockoff cartoon characters costumes. Unlicensed knockoff cartoon character costumes. A private eye goes along with a cop to try and snag some high quantities of his goods, because high quantities are always better to catch them with than low quantities. Makes an evil-doer all that more evil-do'ish. They lay a line on him that they want the gear because they make naughty movies featuring famous cartoon characters.

Hey, it worked. So now the DA has to get all weepy because someone of an unknown background might be wearing a costume. It's okay for millions of mexicans to flood the country and rape, kidnap, steal and murder, but lets not go too far and have undocumented Barney's.
