West Concord, Minn. "The police chief in West Concord, Minn. was charged with felony mistreatment of animals on Wednesday after for allegedly shooting residents' cats last fall.
The Dodge County sheriff's office said Robert Utech was also charged with a gross misdemeanor count of misconduct by a public official.
Utech made his first court appearance Wednesday and was released on his own recognizance. He was placed on paid administrative leave earlier this month.
Dodge County Sheriff Gary Thompson asked the Olmsted County sheriff's office to handle the investigation to avoid any conflict of interest.
West Concord is about 20 miles west of Rochester in southeastern Minnesota."
And this from a town resident:
"At the Thursday night meeting, resident Carl Martin defended Utech as a kind-hearted animal lover who has nine cats of his own. Martin also said the allegations are hard to believe because Utech is known around town as a bad shot. “I doubt Bob could hit the cat,” he said."
