"The vast majority of city eighth-graders went on to high school last year without a basic understanding of American history, new state statistics show.
Only 27% of eighth-graders passed the state's 2006 social studies exam, which asked questions about the U.S. Constitution, civil rights and the battles of major wars.
That class scored far behind their peers in the rest of the state, where the average passing rate was 55%. They were on average 5 percentage points behind their predecessors who took the test in 2005 but outperformed kids who took the test in 2004, when only 19% of city eighth-graders passed."
