Yes, you're reading it correctly. There's no need to go fiddling with the vertical. The teacher's unions want Black, Hispanic, Indian, Asian, Lesbian and Gay History taught before and/or instead of American or REAL FUCKING WORLD History.
They'll get most of what they want, and there's not a damned thing we can do because Ma and Pa Kettle get all confused about such things. That's what private schools are for. To teach reality. Let the public school systems crank out all of the leftwing idiots their little hearts desire.
