A "Free" piece of the dream is more like it. Breaking the law isn't exactly the best way to convince a country, any country, that you're worthy of citizenship. They want new laws that absolve them of breaking the old ones and don't see how ludicrous this all is. EARNING something must just be too dificult a concept.
