RMS Titanic has hit an iceberg and is sinking as we write this. STOP.
The SOS has gone out for ALL ships of ALL flags to head with flank speed for the stricken vessel. STOP.
Literally hundreds of men are perilously close to death as they valiantly cling to life after giving whatever lifeboat space was available to women and children. STOP.
The debris from floating detritus goes on for miles. Oil slicks...bodies...personal belongings....people still alive and pleading for rescue...STOP

U.S. President Barack Obama has ordered the American Coast Guard to turn away rescue and cleanup vessels until it can be ascertained that they have the necessary permits to conduct such activities.

When asked as to why he didn't suspend normal operating procedures for the US Coast Guard during a time of extreme duress and immediate emergency, President Obama replied "PRESENT".
